We are dedicated to providing tailored, community-based support to individuals with intellectual disabilities, autism, mental health challenges, and veterans. Our mission is to empower individuals by fostering independence, dignity, and meaningful participation in their communities. David Ross, MHS

Founder/CEO 

DAVID F ROSS, MHS, PHD Candidate is the founder of The Andre Norman Academy (TANA), a 501c3 non-profit organization in Philadelphia and TANA Homes. Mr. Ross is currently a PHD candidate at Walden University majoring in Human and Social Services, with the specialization in Mental Health Facilities. He is also attended Saint Joseph’s University majoring in Organizational Development & Leadership and is a graduate of Lincoln University with a Master’s degree in Human Services. Mr. Ross has over 20 years of experience working with various populations.

From 2010 to 2015, Mr. Ross has developed, directed and managed programs such as the Adult Mentoring Program for the formerly incarcerated under President Obama’s U.S. D.O.J. Brother’s Keeper Initiative, Day Reporting under D.O.J/D.O.C and PA Board of Parole and Probation (PBPP), the Assistant Grant Writer/Director/Program Manager of the Youth Transition Center (YTC) in Philadelphia, assisting runaway homeless youth ages 14 to 17 yrs. old with shelter, aftercare services, case management and family reunification.

Mr. Ross has experience as a director for over 15 years under the U.S. Department of Health and Human Services (DHHS), Connection Training Services/Department of Justice (D.O.J.), Adult Mentoring Program (AMP), Access to Recovery (ATR)/SAMSHA), Project Footprints, and Regional Congregations and Neighborhood Organizations (RCNO)/Project SC

Tamika Bounds. AAS, BHS, MSW

Executive Director, IDD

Tamika Bounds is a dedicated and passionate Executive Director, and a Residential Manager under Intellectual and Developmental Disabilities (IDD), with over 11years of experience in the human service field. Starting as a Direct Support Staff at Resources for Human Development (Rhd) Tamika Bounds has continuously demonstrated a commitment to supporting individuals with dual diagnosis and individuals with developmental disabilities. 

While working at RHD Tamika Bounds furthered her education by earning an Associate of Applied Science (AAS) degree from the Community College of Philadelphia, which laid the foundation for her career in leadership. This academic achievement led to a promotion as a Residential Manager II at RHD, where Tamika Bounds gained valuable management experience as well as developed a deep understanding of both operational and client care aspect of the organization Driven by a desire to deepen her expertise in human services, Tamika Bounds went on to obtain a Bachelor’s degree in Behavioral Health and Human Services from Alvernia University, followed by a Master’s degree in Social Work (MSW).

Tamika Bounds was recognized for her outstanding achievements, graduating cum laude and has been inducted into the National Honor Society. Consistently demonstrated leadership, strategic thinking skills, and a strong commitment to providing exceptional care and services. That experience has led to the advancement to Executive Director of TANA to lead and advocate for the advancement of TANA Programs following and implementing the mission and vision to create a space for the empowerment of individuals.

Jerome Harden, MHS

CFO    

With over 15 years as a Human Service professional and agent of change with extensive business development, marketing and leadership experience. Jerome has collaborated with various public and private institutions, and partnered with multiple industry leading companies. Time and time again, he has demonstrated the ability to facilitate change, impact positively on an organization, and solidify relationships within the public and private sectors. Most recently he has served as Program Director at Resources for Human Development (RHD), residential programs for individuals with developmental disabilities that are medically fragile. 

Lakiesha Young, AS, BS in Psy

Program Specialist

With over 15 years of dedicated experience in supporting individuals with Intellectual and Developmental Disabilities (IDD) and autism. Lakiesha embodies a deep commitment to compassion, empowerment, and joy. Throughout her extensive career, Lakiesha has developed a reputation for being not just a
caregiver, but a true advocate for those she serve. Lakiesha believes in creating an inclusive and engaging environment where every individual feels valued and inspired to reach their full potential. Her approach is characterized by a strong emphasis on building meaningful relationships, understanding each person’s unique needs, and fostering a sense of community.

Having worked in a variety of settings, including group homes, day programs,

honed her skills in personalized care, behavior management, and recreational programming. She is passionate about designing fun and engaging activities that promote social interaction, personal growth, and overall well- being.
